The analysis highlights the collaboration between the State Secretariat of Education and the municipalities of Rio de Janeiro and the partnership with the Federal University of Rio de Janeiro (UFRJ) and the National Union of Municipal Education Leaders (UNDIME), which shared the coordination of the Pact throughout its term in the state. Abstract

ABSTRACT The article works with the literature on public policies in the study of the implementation of the National Pact for Literacy at the Right Age (PNAIC, in Portuguese) in the state of Rio de Janeiro.
