In line with the strategic efforts made by the Ministry of Health and departing from the stunting problem in Jember Regency, researchers developed a smart mobile-based application that can monitor and map stunting for toddlers in Jember. The research method uses an expert system development model ESDLC (Expert System Development Life Cycle) and to accommodate the uncertainty of thought (inexact reasoning) from an expert using the certainty factor method.
