The proposed anti-congestion fuzzy algorithm (ACTA) pursues two goals simultaneously, that is, to minimize the average vehicle delay and to prevent traffic congestion from happening. Abstract
A two-layer fuzzy control algorithm is proposed for traffic control of a class of traffic networks.
