Recommended method of innovation infrastructure is HAPS. HAPS is a system that has the majority of the state of Line of Sight (LOS), and also has a non-LOS components, so that rician channel used. This thesis will analyze the effect of the use of HAPS on DVB-H technology. In this study, the effect will be measured at 2K, 4K, and 8K mode, different receiver speed, and the influence of modulation 16 QAM and 64 QaM on HAPS systems. Based on the research results, the performance of DVB-H technology on HAPS systems, working on mode 8K has highest value BER and Eb/N0 among the other working mode.
