The channel allocation and re-allocation is a vital part of cellular mobile networks (CMNs) to enhance the utilization of the CMS. In this paper we propose a new channel allocation and reallocation scheme to enhance the spectrum utilization of CMNs by integrating cognitive radio technology and a new channel allocation scheme called Channel Allocation with Cognitive Radio (CACR). MATLAB simulations have been used to evaluate the performance of CACR with particular emphasis on probability of call blocking and handover failure.
