Abstract

Standard development mechanisms vary from country to country., and national standards bodies differ in the way of splitting standard development procedure into stages. This paper explores and characterizes standard development mechanisms and procedure in Russia, the United States and the United Kingdom, and summarizes common standard development procedure and their stages., with the aim of promoting the normalization of standard development procedure., providing ways for stakeholders to participate equitably and effectively in standard-setting., increasing the quality and efficiency of standard development activities and facilitating technical progress and innovation.
