Law making is a process which involves several actors. And, as a guardian ensuring respect for rule of law, the lawyer, in the course of his professional duties, makes valuable contributions to this process. In fact, he assists in the interpretation of positive and the adoption of default rules by the judge. As a rule-of-law actor, he participates in legislative debates and therefore identifies the limits and inadequacies of the norm and suggest a path of reforms that are necessary for its improvement. In this sense, without abandoning the courts, the lawyer effectively participates in the creation of the rule of law.
