Issues in the Targeting of Food Subsidies for the Poor: A Survey of the Literature

Abstract

This paper reviews various policy options available in switching from generalized subsidies to more targeted food policies. The literature is surveyed to identify problems and methods of implementing the various alternatives. Case studies of experiences in Mexico and Sri Lanka are used to illustrate some issues encountered in practice. The paper also includes an appendix that summarizes the technical approaches adopted by researchers in tackling distribution.
