China's smart city construction has entered a new stage, and the application of new generation information technology such as Internet of Things, cloud computing, and Internet is affecting the construction of smart city all the time, however, the application of Internet of Things is uneven. This article firstly elaborates the construction significance and construction target of smart city, and then analyzes how to integrate and apply IoT technology to it. And this paper gets the hierarchical relationship of different influencing factors by Boolean rules, and comes up with seven key factors: policy support, low standardization, insufficient network security guarantee capability, operation and operation insufficient maintenance capability, single investment and financing channel, insufficient publicity and depth, and urban planning, among which, organization, policy and technology are the core elements, which influence the development of other elements.
