Abstract

On May 28, 1918, the first democratic parliamentary republic in the Muslim East was proclaimed – the Azerbaijan Democratic Republic (ADR), which from the first days of its existence relied on the principles of democracy and equality of people , granting all citizens of the country the same rights, and eliminated racial, national, religious, and social inequality. ADR sought to establish good-neighborly relations with all states of the region.
