The location of the transit point in Cilegon is Terminal Terpadu Merak located in the Merak area. The solution to parse the traffic density is by implementing transit oriented development (TOD) concept which by optimizing transit point integration to facilitate the accessibility of passengers. This research aims to determine the characteristics that have been implemented in the Merak area and identify the characteristics of passengers in Terminal Terpadu Merak, as well as to analyse the efforts that need to be done in order to Merak area in accordance with the concept of transit oriented development. The method used is the mix method, combining quantitative analysis to determine the characteristics of bus passengers in Terminal Terpadu Merak and qualitative analysis of observations on the principle of transit oriented development (TOD) that has been applied in the research area. The results of this research show that the area of Terminal Terpadu Merak is categorized as transit oriented development (TOD) with the Silver Standard class with the characteristics of majority passengers aiming to work. Of the eight principles assessed, the pedestrian facilities and cyclists have not yet fulfilled the criteria have not even been available as well as the absence of public open spaces.
