FORMATION OF A COMPLETE CONCEPT OF BALANCED DEVELOPMENT OF THE POTENTIAL OF THE TOURIST INDUSTRY OF THE REGIONS OF UKRAINE

Abstract

The article proposes and substantiates a holistic concept of balanced development of the potential of the tourism industry. This concept is based on the methodology of marginalism and the philosophy of positivism, hedonism and utilitarianism and consists of a set of sequential and logical stages. The concept covers economic activities related to the balancing of market activities and non-market activities at different levels of government and non-government. The authors of the article determined the classification of parameters that affect the balance of development of the potential of the tourism industry in the regions of Ukraine, working from the outside, as well as certain internal factors formed within the region itself. The most important classification feature of the parameters for the balanced development of the potential of the tourism industry of the regions and the country is the relationship of structural elements (tourist centers, tourist areas, etc.). This study defines the formation of new opportunities and benefits with a balanced development of the potential of the tourism industry as a result of participation in the cluster.
