Gobernanza y gobernabilidad de los recursos hídricos en México imbricaciones, matices y modelos conceptuales: ecos, implicaciones y visiones prospectivas paradigmáticas en la Cuenca del Alto Lerma

Abstract

In current days, water as a vital liquid for human beings survival has been provided with an infinity of discursive tones related to economic, social, institutional, technological and environmental dimensions ranging from slightly renewable element to conflict, scarcity, war, merchandise, common good or blue gold, a substance which can be cleaned, a liquid that can boost the economy. In this article, besides these matters, discussions of governance and governability are added, both inalienable components of water tasks in Mexico. In conceptual fabrics of those terms, prototype designs originated from global institutions are built, an exemplifying typology describing its own attributes and the conceptual imbrications which act. The exposed theorical scenario is revealed between multi-faceted and multi authorial overtone that converge in the later meta-analytic unveiling of echoes and paradigms in a predefined region in our country -Alto Lerma Basin-.
