Abstract

Abstract Public policy is often the result of a policy system influenced by social constructions that stigmatize some groups and extol the virtues of others. This article examines the sealed records policies that deny adult adoptees access to their original birth records. Social constructs associated with birthparents, adoptive parent and adoptees are examined. This article focuses on policy related to birth certificates and adult adoptees' access to those records. By examining this single issue within the larger adoption policy debate, we bring into clear focus the complexity of the issues and the many layers of policy questions.
