Assessing the language of International Civil Aviation: issues of validity and impact

Abstract

This work will outline the challenges for: 1) test validity posed by the ICAO Scale and Holistic Descriptors and for 2) test impact due to conflicting institutional pressures such as airline safety, personnel recruitment and retention, and finances and the relationship between existing training programs and the as yet non-existent tests.
