Progression of product energy efficiency requirements in the European union

Abstract

This paper assesses the European Union (EU) approach to regulating product energy efficiency. The EU has two framework Directives, both now recast, one published in 2009 and the other in 2010. These two Directives form part of a broader EU framework for an integrated approach to energy savings, climate change and environmental gains. These framework Directives have multiple objectives: to promote sustainable development and product energy efficiency, reduce greenhouse gas emissions, secure the EU energy supply, reduce demand on natural resources, empower consumers to purchase energy efficient products and save money, and create a level playing field in the EU single market for producers by harmonizing national laws to prevent barriers to trade.
