Abstract
This paper describes the decision making support system that serves to coordinate actions of universities, companies and students in competency building. The system provides informational support for the tasks of university educational programs improvement, search for educational partners by companies, career planning and some others. The basis for decision-making is the assessment of the students' and graduates' competencies compliance with the labor market requirements. The complexity of the assessment task is caused by the difference in definitions and interpretation of the competencies' essence, the weak structuring of documents containing requirements descriptions for competencies and the high speed of changes in the requirements. The influence of the latter circumstance is compensated by the availability of a large amount of information characterizing the change in the requirements in the form of vacancy descriptions presented in the recruitment systems. The proposed method of compliance assessment is based on Naive Bayes Classifier that works with structured quantitative data. In order to convert weakly structured competencies and position description to the required format text processing algorithms modified in accordance with the characteristics of available data are used. Data structure that serves to coordinate competencies description presented in different data sources is described in the paper.
