In this report, we aim to clarify the stochastic characteristics of the difference between the received levels of the sector antenna in order to control handover appropriately. Furthermore, we propose a model of the changes in the incoming waves to evaluate the handover threshold. The proposed model is the angle profile expressed by the Laplacian function where each wave has a lognormal distribution. Abstract
