This review paper envisions a systems architecture to empower a connected vehicle-to-X environment by integrating smart sensing and crowd sourcing technologies, large-scale cloud data analytics and computation, and predictive decision making and optimization into a coherent socio-technical configuration of people, operations and information through multimodal, real-time traffic monitoring, planning and control.
