Government regulation and governance of economic activity of state-owned enterprises

Abstract

The purpose of the article is to determine theoretical and regulatory basis of government regulation of economy and outline mechanisms of influence on governance of financial and economic processes of state-owned enterprises. In order to achieve this goal, task is to identify and generalize instruments of government regulation and governance of state-owned enterprises. The basis of the study government regulation and governance economic activity of state-owned enterprises are methods of: systematization, logical generalization, comparison, analysis, generalization, abstract-logical. The features of the evolution of government regulation of the economy have been considered, in particular, through the institutional basis for the development of economic and social processes. The use of an institutional approach should be carried out according to optimal structure of existing institutions in order to ensure priority directions of public policy development. Theories of government economic policies and doctrinal positions of management of state property objects have been investigated in formation of scenarios of government regulation through requirements of governments and governance of government ownership of existing types of economic relations are considered. Is to analyzed of government regulation of economic processes in Ukraine at various levels of executive power and state-owned enterprises with privatization processes, existing monopolies, capitalization from the state budget, etc. is conducted. The basic aspects of public policy formulation and coordination of public sector functioning in sphere of public property governance have been identified. This is in line with national practice and key international guidelines. The practical value of the article is to provide recommendations on need to agree and develop an optimal model of state influence on economic activity of enterprises and management of financial and economic processes. The scientific value lies in the substantiation of the paradigm of government regulation of economic activity of state-owned enterprises and governance of state-owned objects based on international experience.
