Целта, поставена преди статията, е свързана с възможността да се докаже, че националната сигурност, тълкувана като причина, би могла да бъде мотив за подобряване на институционалното взаимодействие, от една страна, а от друга, че консолидиращите сили създават условия за постигане на по-добри резултати във всяка област.] English Abstract: This following article presents a pair of Bulgarian institutions in their joint work and the desire to counteract certain financial irregularities. The goal set before the article is related to the opportunity to prove that the national safety interpreted as a cause could be a motive for improving institutional interaction on the one hand and on the other that consolidating forces create conditions for achieving better results in every field.
