In this paper, a new algorithm aiming at the inter-frame coding for MPEG-2 to AVS transcoder is proposed. Based on the analysis of statistical data, the number of times on intra-coding mode in inter-frame coding is reduced, and then, the P and B frame transcoding time is reduced. At the same time, the image quality only has a little drop.
