Firstly, we define three states based on the current load of a multimedia server, and then analyze the load balancing from the narrow sense and the broad sense so as to introduce the migration arithmetic of \"state balancing\" which can provide a hierarchic load balancing and the fault tolerance. Abstract
In this paper, a novel SLB scheduling algorithm in a geographically distributed VoD system is proposed.
