Research and Development Agenda for the Use of AI in Parliaments

Abstract

Parliaments can use artificial intelligence (AI) and AI-based applications for their work. However, there are currently few concrete visions for the use of AI in parliamentary work. A broad research and development agenda is needed for professional use of AI in parliaments. This study takes a two-step approach that includes brainstorming with experts and workshops with selected national parliaments to gain an overview of the application areas of AI in parliaments and to create a roadmap for AI adoption. The result is a list of 210 proposals for the use of AI in parliaments that will serve as a foundation for academia and the parliamentary community to constructively shape parliamentary work with AI.
