Taking Tongchuan City of Shaanxi Province as an example, this paper constructs a system dynamic simulation model of resource-based urban system, which includes four subsystems: economy, society, environment and finance. Through the simulation of the system dynamics model and the adjustment of the value of decision variables, it is concluded that financial support can provide financial support for urban development and transformation, improve the efficiency of capital allocation and optimize the industrial structure.
