It is proposed that each coupling mode be described in terms of the displacement of every line in the system with respect to ground. Rules are developed for specifying and designing surge coupling configurations, so that different surge test equipment can produce the same test results for a given piece of equipment under test (EUT). Abstract
A review is presented of the principal areas in which surge coupling and filtering problems exist.
