By analyzing the feedback mechanism of the maritime C4ISR system and the causal relationship between the red and blue maritime C4ISR systems under complex electronic warfare conditions, a system dynamics model and related equations of the maritime C4ISR system in counter condition are established. The degree of the damage from Red to Blue is used as a measure of the operational effectiveness of the maritime C4ISR system.
