Abstract

Contradictory signals mark the beginning of this century and this millennium; on one hand, the triumph of the constitutionalism and the representative democracy, moving away as well the Soviets and the fascists regimes; but, on the other hand, serious deficiencies on the functioning of the institutions, on the political participation an on the social inclusion. These deficiencies show up, with particularly relief, concerning the political parties, both the internal level and on its parliamentary action. It is one indispensable condition to win them in view to revitalize the citizenship
