In Rollout Under Open Competition And In Multi-Operator Enviroment, Case Private Telco's In Implementation

Abstract

There are currently two competing IN platforms in Finland, one provided by the private telcos and the other provided by Telecom Finland, and a third one emerging by a new entrant, Telivo. The private telephone companies in Finland as a group are providing IN based Services on the basis of their mutual IN business agreement. Through the agreement, Helsinki Telephone Company is responsible for the operation and development of IN for the private telcos. Joint investments and operation costs are borne by the telcos in proportion to access lines, and the revenues are derived from IN traffic according to agreed rules. The services have been introduced taking into account the interconnection agreements between various telecommunications operators and in an environment of increased network competition.
