If the unit output is completely random and the data is generated according to the constraint screening method, the screening efficiency is low under the constraint of the total active power sum equation, and the unit output probability density can not be controlled, so it is easy to over fit or under fit. In engineering, two steps are given to realize the generation of active power scheme and the allocation of active power. The allocation scheme satisfying the constraints of total active power and security inequality is generated. Through the mechanism of random allocation of active power and random rotation of units, the distribution of active power of units is ensured to be average. Abstract
