There are three modes available in China, which are Shenzhen mode, Shanghai mode and Beijing mode. The three modes have their own origins with adaption for different local governments. So many projects invested by the government are well prepared and operated. However, some of them did not succeed in the unsuitable mode choosing. By field research from Beijing, Dalian, Shanghai, Shanxi and Ningxia provinces of China, we bring forward a feasible choosing model for local government which contains Exterior conditions, Stakeholders and Project features. Abstract
This paper sums up the present characteristics on agent construction system through literature review, investigation and organizational structure analysis based on the performance evaluation of the projects.
