Therefore, this paper proposes a design assignment algorithm that takes into account the factors impacted by personnel comprehensive ability. This algorithm is based on the design assignment. According to the actual needs, the personnel comprehensive ability is quantified into skill indexes, experience indexes, and design quality indexes to assess the comprehensive ability of personnel. An improved genetic algorithm is used to solve the optimal task assignment scheme with the optimal combination of personnel comprehensive ability and task completion time as the optimization objective.
