Based on ethnographic observations and in-depth interviews with the members of the Committee, held in 2014-15, the processes of governance and public policy formulation in the newly created institutional space of the Committee are discussed. The members of the Committee, in relationships that may be collaborative or divergent, use different tools to map and document the processes that resulted in a preventable and early death of people living with AIDS in Porto Alegre, RS.
