Abstract

Food security has become a challenge to already disadvantaged average Nigeria consumers as a result of sudden shocks occasioned by COVID-19 pandemic. This study therefore investigated consumers’ perception of food security during COVID-19 pandemic in the Federal Capital Territory (FCT), Abuja. In this study, 3 research objectives and research questions were used. Descriptive survey research design was adopted for the study. The population comprised of consumers in 3 area councils (Gwagwalada, Bwari and Kuje) of the 6 area councils in the FCT. A total of 400 respondents were used as the sample size. Multistage sampling procedure was adopted for the study. A combination of stratified sampling and proportionate random sampling techniques were used. In the structured questionnaire titled “Consumers’ Perception of Food Security during COVID-19 Questionnaire” was used as instrument for data collection, and 11 items were used. Content validity was used. Test-retest method of reliability was used to obtain the internal consistency. The reliability index was obtained through Cronbach alpha (0.89). Out of the 400 questionnaires administered, 379 were returned valid, representing 95% success rate. Data collected was inputted into the Statistical Package for Social Sciences (SPSS 25) software package where descriptive statistics, in the form of tables were generated. The study found among others that: only 16.6% of consumers in the FCT received food palliatives from government during the COVID-19 lockdown, consumers were not satisfied with the high prices of food stuffs in the markets, there is food security problem in Nigeria and government is unserious on ensuring affordability of food for low income consumers. This study recommends that the organized private sector and government should invest heavily in mechanized agriculture, Federal and State Governments should create Ranches and Grazing Reserves for herdsmen, the Federal Government should create Grazing Reserves in the Sambisa Forest and link this to Cattle Markets across the federation, the Federal Government should open the land borders to allow food importation to reduce current high prices of foodstuff. 2019冠状病毒病疫情期间消费者对粮食安全的认知
由于2019冠状病毒病大流行带来的突然冲击,粮食安全对已经处于不利地位的尼日利亚普通消费者构成了挑战。因此,本研究调查了阿布贾联邦首都直辖区(FCT)消费者在COVID-19大流行期间对粮食安全的看法。本研究使用了3个研究目标和研究问题。本研究采用描述性调查研究设计。人口由FCT 6个地区委员会中的3个地区委员会(Gwagwalada、Bwari和Kuje)的消费者组成。总共有400名受访者作为样本量。本研究采用多阶段抽样方法。采用分层抽样和比例随机抽样相结合的方法。在“消费者对COVID-19期间粮食安全的认知问卷”这一结构化问卷中,使用了11个项目作为数据收集工具。采用内容效度。采用信度重测法获得内部一致性。信度指标采用Cronbach alpha(0.89)计算。400份问卷中,有效问卷379份,成功率95%。收集到的数据输入到社会科学统计软件包(SPSS 25)软件包中,以表格的形式生成描述性统计数据。除其他外,该研究发现:在2019冠状病毒病封锁期间,FCT中只有16.6%的消费者从政府那里获得了食品姑息剂,消费者对市场上食品的高价格不满意,尼日利亚存在粮食安全问题,政府在确保低收入消费者负担得起食品方面不认真。本研究建议,有组织的私营部门和政府应该大力投资机械化农业,联邦和州政府应该为牧民创建牧场和放牧保护区,联邦政府应该在Sambisa森林中创建放牧保护区,并将其与整个联邦的牛市场联系起来,联邦政府应该开放土地边界,允许粮食进口,以降低目前的高食品价格。关键词:消费者;粮食安全;COVID-19大流行;
