On Lembata Island the fishermen were still using blast and poison. By use of the concept of reification, which has aspects of agency and social structure, this research aims to explain the causal factors of blast and poison fishing in Lembata. A qualitative approach is used in this research. Primary data was obtained through interviews. Secondary data was obtained from documents released by the government and non-governmental organizations, news from online mass media, and other research relevant to this research topic. The results show that blast and poison fishing is in practice because of several interrelated factors. First, the implementation of the Micro, Small and Medium Enterprise (MSME) development and the provision of fishing gear and boat policy is not yet optimal. This policy had previously been agreed upon by the government and fishermen in dialogue. Second, the slow response of bureaucracy means the policy has not been implemented optimally. Third, the fishermen had limited participation in policy planning. Fourth, fishing crew members have long working hours. Their wages are usually low and not commensurate with their working long hours.
