Abstract

E-commerce must be in tune with current global trends due to the huge spread and penetration even in developing countries, of mobile services as of smart devices such as Smartphones and Tablets. The absence of harmonic legislation that enshrines the rights and duties of the market participants creates a barrier that prevents its rise and development. Colombia wants to propose to the UNCITRAL, the development of a study to unify not only the consumer’s concerns but also those of the legal practitioners about mobile commerce and mobile payments.
