Abstract
In April 2015, Bureau of Energy, Ministry of Economic Affairs and the local government of Taiwan(R.O.C.) promoted the Energy-Smart-City project plan jointly. Therefore, Kaohsiung City Government started up the energy investigation and improvement for Energy Saving Plans. A total of 3,000 energy users were selected form 20 categories in service industry to conduct energy investigation in order to gather the electricity consumption and feedback recommendations from the domain experts, for developing the energy saving policy-driven strategies. Furthermore, implemented the ESPC projects for potential energy-saving government units, for the purpose of conserving energy and reducing carbon, activating the green energy industry, and expanding the niche market in ESCO industry, so as to be the reference site for local government implementation.
