A mode decision approach is proposed to reduce the candidate coding modes and a motion vector decision approach is proposed to compose the forward and backward motion vectors in hierarchical B prediction structure. Abstract
In this paper, we propose the low complexity transcoding methods from H.264/AVC IPPP prediction structure to SVC hierarchical B prediction structure.
