Quality assurance is considered one of the most important leadership practices to achieve efficiency and effectiveness, and to ensure these practices are in line with institutional objectives and the expected performance outputs. This model provides a practical perspective on how to control multiple operations and achieve the objectives listed in the strategic plan of the institution and the percentage of completion, in order to enable the leadership to follow up its plans continuously and make use of the feedback. The model may also address the problem of higher management’s poor control over performance aspects due to the wide scope of work, its multiple aspects, the poor performance, performance reports, operational reality and the objectives of the institution. It also focuses on the problem of following up the implementation of the strategic plans. The study followed the analytical descriptive method, as well as the structural method used to construct the model through the interview and workshop tools. The study population included Palestinian universities in Gaza governorates, and the sample of the study consisted of officials responsible of overall performance in the Palestinian universities.
