This study is quantitative research with purposive sampling method and surveyed using an online questionnaire to 76 substances coordinator of Ministry Agrarian and Spatial Planning and use Structural Equation Modelling (SEM) analysis with Partial Least Square (PLS) method to test the hypothesis. Public Sector Organizations expect optimal performance in facing the changing environment. The concept of ambidexterity is needed by organizations both profit-oriented and non-profit oriented.
