© IISS Each gure depicts the highest reported level of rape by actor type (state or rebel forces) over the course of a con ict for 91 civil wars between 1980 and 2012. For each con ict, there are two observations: the highest reported level of rape perpetrated by state forces, and the highest reported level of rape perpetrated by rebel forces. While the reported level of rape may vary over the course of a con ict from 0 reports (coded as 0) to isolated reports (coded as 1) and numerous or widespread reports (coded as 2), the levels shown here represent the highest reported level during the entire span of the con ict. The gures highlight the considerable variation between perpetrators of rape, even within one con ict. Overall, state forces are more likely than rebel forces to be reported to have engaged in numerous or widespread levels of rape.
