In the course of the election of the chairman of the board, it often becomes a problem and makes relations between the administrators tenuous. This is what is happening in the management of the PCNU of Brebes Regency management. The problems in this research include: 1).What is the chronology of the leadership dispute in the PCNU of Brebes Regency? 2). How is the legal concept of resolving disputes over the leadership of mass organizations in the PCNU of Brebes Regency. The type of this research is normative by using Case Approach and Statute Approach. The results of this study indicate that the leadership dispute in the PCNU of Brebes Regency occurs due to several factors, namely: There is no firmness in each group either from the internal organization or from the local government.
