In the report the principles of the construction and communication organization of the LEO system "Signal", its main characteristics are expouded. The questions of the frequency supplying and international frequency allocation coordination are considered. The marketing strategy is presented and the questions of its promotion to the communication services market are considered. The review of updated status and development perspectives of the system are given.
