One of the main causes is that software presents particular challenges that were not considered during the genesis of EVM. A small number of tasks have been able to use EVM effectively and derive great benefits. This paper discusses challenges specific to software management and how they can be successfully addressed. Specifically, it details lessons learned from the $28 million dollar Next Generation Navigation Software Project that replaced NASA’s deep space navigation software for operations.
