The fuzzy AHP method is used to evaluate the emergency management system of a coal mine. Abstract

This paper gives a method to evaluate emergency management capability in coal mine. In 2018, Emergency Management Department has been established in China, which aims to coordinate emergency management and comprehensive rescue to improve the emergency management capability. There are major risks such as gas and coal dust explosion, gas outburst, water penetration accident, and roof disaster in coal mining. If an accident occurs, catastrophic consequences may occur. 基于模糊层次分析法的煤矿应急管理能力评价研究
本文提出了一种煤矿应急管理能力评价方法。2018年,中国成立了应急管理部,协调应急管理和综合救援,提高应急管理能力。煤矿开采存在瓦斯煤尘爆炸、瓦斯突出、突水事故、顶板灾害等重大风险。一旦发生事故,可能会造成灾难性的后果。参考国内外应急管理内容和煤矿风险预控体系,科学构建了包括4个一级指标和13个二级指标的评价指标体系。运用模糊层次分析法对某煤矿应急管理系统进行了评价。评价结果表明,所建立的指标体系科学合理,评价方法可行,建议有针对性,能够有效地帮助实际工作。预控管理体系、早期监测预警、现场救援协调等方面也得到了笔者的高度重视。
