Some municipalities have consolidated with the county government to form consolidated city counties. In Virginia, cities are independent of the county where they would be incorporated. In other states, such as New England, towns establish their own local government units below the state level, which eliminates the need for the county government. Abstract

In the US, local governments are those below the state’s level. There are two kinds of local governments in most areas: municipalities and counties.
