This article first simply introduced the development of GIS-T and urban road traffic accident rescue, then proposed the construction of \"partitionmanagement, hierarchical processing\" mode for accident rescue system, and specifically described the functional analysis and operation mechanism of the system, evaluated the efficiency of the system by the use of AHP evaluation method. Abstract
