Previous findings also stated that some of the obstacles that trigger the low level of student creativity are students feeling confused in developing imagination. The purpose of this study is to develop a montage and collage learning package (MOKOBER) that can increase the creativity of third-grade elementary school students. This type of research is the development of the ADDIE model. The subjects of this research are 2 content experts. The test subjects were 2 teachers and 6 students. The population is 20 people. Collecting data using qualitative observations, quantitative observations, interviews, questionnaires, and document studies. The instrument used for data analysis is the rating scale. The techniques used to analyze the data are qualitative descriptive analysis and quantitative and inferential statistics. The result of this research is that the expert's assessment is in the range of 0.80 (very high validity). The results of the teacher and student responses are that the score is in the range of 3.25 < X 4 (very high validity). Based on the results of the significance of the t-test, the results obtained were 0.001 < 0.005, so there was an effect of the MOKOBER learning package on the creativity of third-grade elementary school students.
