The paper proposes a methodology for estimating the energy efficiency level for a cluster of municipal organizations using benchmarking technologies that takes into account the heterogeneity of the complex multi-level structure of energy consumption, as well as the ambiguity of estimation criteria. Using the analytic hierarchy process, weighting coefficients of target indicators are determined. An approach to the comprehensive analysis of organizations based on fuzzy representations is presented, which is based on the use of a utility function and linguistic representation of variables. A methodology of integral rating estimation using benchmarking technologies is proposed. Based on the results obtained by the developed methodology, it is possible to make a conclusion about the practicability of taking measures in the field of energy saving.
