Employing an appropriately qualified workforce is critical to stimulating economic growth. In October 2021, the federal project “Development of the IT industry human resources” of the national program “Digital Economy of the Russian Federation” was approved by the Government of Russia. The project is being implemented as part of the list of initiatives for the socio-economic development of the Russian Federation until 2030. In the context of changing technological trends, it is crucial to adapt the educational programs of higher educational institutions in timely manner to ensure training of such specialists who meet the demands of the labor market. The article proposes a data mining toolkit to analyze vacancy data in order to identify relevant skills and abilities required in the labor market. Based on the IT labor market data collected from the hh.ru service, I analyzed the key skills indicated in the vacancies posted on the site. Additionally, vacancy clustering was performed. Abstract

As a result of manufacturing digitization and the transition to new technologies, the labor market requirements for specialists’ skills and abilities are changing.
